Nominees for this award are currently in full compliance and are forward thinking in areas such as customer service, technology, governance policies, and employee benefits and wages. They are efficiently run, with an eye on the bottom line, but also realize that rates need to keep pace with costs and the welfare of the system, including upgrading technology as needed, keeping stock on hand in case emergency repairs are needed and planning for future growth as necessary.  Other criteria to be considered for this award include conservation efforts and community involvement.
